Master plan for entire Vinh City and its vicinity areas:

• Industrial Space: situated in the northern part of urban area that the northern part has border with Nghi Loc Commune, with Cam Bridge to the south, and the east stretching to Cua Lo Harbour.
• Civil space: from down town of Vinh towards Cua Lo Harbour, lying along the highway connecting Vinh – Cua Lo and Vinh - Cua Hoi.
• Ecological space: Trees will be planted for making up a continuous strip that will surround the Southern part of the city connecting Lam river, Hung Hoa, Cua Hoi, Cua Lo and Nghi Thiet.

Components of City Master plan:

• Industrial warehouses: most parts will be situated on the North – western of the City including: concentrated industrial area, engineering industrial park, Northern Vinh Industrial park with total area of 143 ha. There will have a plan to develop and build Industrial parks in the South of Cam Bridge, Cua Lo, Vinh.
• Civil Areas: consists of exist urban area and newly developed city. Old quarter includes 13 downtown areas with main space based on the direction of Quang Trung – Tran Phu – Phan Dinh Phung – Nguyen Du – Truong Thi roads.
• Newly urban space will be based on the expansion to 2 communes Nghi Phu and Hung Loc. 3-2 avenue will be the main development axis for other large scale buildings thus forming up a modernised, civilized regional centre.
• Green trees areas: are belts of trees those will surround the city from West of Dong Vinh to South of Ben Thuy Trung Do – Hung Hoa with total area of 1800 ha, these areas will be the locations for organising entertainments activities, tourism service or other recreational services.
