The Quang Minh and Quang Loc Communes will welcome back families currently living in the Vinh City slum as part of a Government decision supporting individuals and families suffering from extreme poverty.

Decision 139, aimed at preventing and supporting street children, has advocated the resettlement of 48 people in nine families. Quang Trach District and Nghe An Province are working together through their Committees for Population, Families and Children to grant 250sq.m meters of land and VND2mil to start new lives in their home town.
Vinh Tan Commune, the fishing community of Vinh City is where these people live and work in floating villages, fishing to provide for their families. With no room or money to build a home, they even sleep on their boats. A few years ago, three children drowned while sleeping.
Population officer of Vinh Tan Commune, Nguyen Thi Bich Hanh said, "The life of these people is very hard. Fishing isn’t enough to keep their large families."
After her mother’s death, Le Thi Tuyet moved into the Cua Tien slum in the Commune with her family. They all work and still suffer hardship. "I have worked my hardest to survive for the 30 years I have lived here, but my family has always been short of meals," said Tuyet.
Married and caring for seven children, the pressure has significantly increased and her oldest child dropped out of school at eight to help support the family. Her other children face the same fate without an education, but their current economic situation makes this nearly impossible.
Most of the adult residents of Cua Tien cannot read or write, further complicating the situation.
Le Van Mien was hired to carry goods from a bus stop to Vinh market. He was fired because of his inability to read and identify the particular cars in which to load goods. He was forced to return to fishing.
Government authorities in Quang Trach District, home to the Quang Minh and Quang Loc Communes, are committed to solving the education dilemma. All 33 children of the nine families will have the equal opportunity to attend schools like other children.
Phan Hai Phu, head of Quang Trach District’s Family and Children Department said "Parents of those families know that education is key to their children getting a better life, we are going to help them afford an equal chance."
Each of the families must still earn a living, some will sell vegetables, others goods at local markets.
"I can’t say anything except for a deep thanks to all the people who helped us return and resettle in our home town. Though many difficulties still remain, we now have a goal to live for," said Mien.
