To Adjust economic growth rate by which the rate growing rate in the period 2001 – 2010 is 16,6% per annum (previously 11 – 13%), details as following:
In the 2001 – 2005: 18,4% (previously 12 –14%)
In the 2005 – 2010: 14,9% (previously 10 –12%)
Additional value (according to fix price announced in 1994) increases from millions 1,214,123 dong in 2000 to 2,823,500 in 2005 and 5,662,809 million in 2010 (total output in 2010 will be four folds compared to that of 2000).

The average additional value per capita in 2010 (according to fix price announced in 1994) will reach VND18.9 million, representing 1.6 times as much as that of the year 2005 and 3.4 times as much as that of the year 2000.
Society
Obtaining a reduction of 0.03-0.05% in the rate of natural population growth. At the same time, encouraging the mechanical increase of population of high quality so that the population of the city will reach over 30.000 (in comparison with 35.000 according to the previous plan).
Enhancing the quality of the education and training of the city. Developing different forms of training and vocational training, establishing universities and local vocational training centres, striving to train 80% of labour force by 2010.
Providing primary health cares. Preventing the spread of epidemics and social diseases. And making every effort to eliminate malnutrition of children by 2010.
Improving the urban hygiene, protecting the city’s environment and landscape from being damaged, ensuring 85-90% of the population is supplied with clean water by 2005 and 100% population will have access to clean water by 2010.
Creating jobs for 2,000-2,500 people in the period 2001-2005 and for 3,000-5,000 people in the period 2006-2010. Creating job opportunities for locals and call for qualified and skilful labours from other regions.
Reducing the rate of poor households to less than 5% and eliminating poverty by 2010. |
